The Hutton Commission has published its interim report on the future of public service pensions. The interim report, which sets out the case for change in public service pensions, can be downloaded in PDF format below along with an accompanying press release. The Commission's final report, looking at long-term structural reform options, will be published before the 2011 Budget.

You may already be viewing your Pension details online as a registered User to the Gandlake Website. With effect from 24th October, Gandlake will be replaced by a new host, Heywood. If you are a registered User to Gandlake, we will be sending you new Activation Key for the Heywood website shortly. The layout to the new website will look different but the facilities are the same - you will be able to view and/or print your Pension details as normal. |

The Government has announced that it intends to change the measure that it uses for cost of living increases to public sector pensions. This means that cost of living increases to pensions in payment and to deferred pensions under the LGPS would be linked to the rise in the Consumer Prices Index (CPI), rather than to the rise in the Retail Prices Index (RPI). This would apply to increases due from April 2011. Although both indexes are measures of inflation, RPI and CPI are calculated using different methods and include different items. One major difference between RPI and CPI is that CPI does not include mortgage interest payments and so a change in mortgage interest rates would not affect CPI. Ahead of their spending review, the Government has set up an independent pensions commission under John Hutton to make recommendations on public service pensions provision which is sustainable, affordable and fair in the long term. The commission has invited evidence and views for consideration and the response of the Avon Pension Fund can be viewed in the document 'The submission from the Avon Pension Fund'.

Calculations of Additional Regular Contributions |

In the recent budget the Government changed the method by which Local Government pensions increase from Retail Price Index (RPI) to Consumer Price Index (CPI). We have therefore been advised to cease calculations of Additional Regular Contributions (ARCs) and Transfers to and from Pension Schemes outside of the Public Sector until the Government Actuaries Department issue new factor tables. Communities and Local Government have said that the new factor tables should be released in October. |
